The Head, Reference and Reader Services Section, serves as the supervisor
of the Rare Book Reading Room, under the general direction of the Chief.
Incumbent works highly independently, exercising judgment, making immediate
decisions, and taking necessary actions in key areas of performance,
including collection security, general collections maintenance,
preservation and inventory control and service, and directing reference and
research use of the collections of the Division.
This position is located in the Reference and Reader Services Section, Rare
Book and Special Collections Division, Collections and Services
Directorate, Library Services.
The position description number for this position is 060290.
This position has no promotion potential.
The salary range indicated reflects the locality pay adjustments for the
Washington, D.C., Metropolitan area.
*The incumbent of this position will work a fixed work schedule Monday -
Friday 8:30 AM - 5:00 PM.*
This is a supervisory, non-bargaining unit position.
Relocation expenses will not be authorized for the person(s) selected under
this vacancy announcement.

Supervises employees performing work up to the GS-13 level. Provides
administrative and technical supervision necessary for accomplishing the
work of the unit.
Performs the administrative and human resource management functions
relative to staff supervised. Establishes guidelines and performance
expectations for staff, that are clearly communicated through the formal
employee performance management system. Observes workers' performance and
conducts work performance critiques. Provides informal feedback and
periodically evaluates employee performance. Resolves informal complaints
and grievances. Develops work improvement plans, recommending personnel
actions as necessary. Provides advice and counsel to workers related to
work and administrative matters. Effects disciplinary measures appropriate
to the delegated authority. Reviews and approves or disapproves leave
requests. Assures subordinates are trained and fully comply with safety
regulations.
Implements the Library's program to provide a high level of responsive,
efficient, prompt, and effective service to users of the Rare Book Reading
Room. Accountable for the quality of service rendered in the Reading Room
as well as for the coordination of reference service provided in-person and
by telephone, written correspondence, and electronic communication. Is
responsible for the security of the collections in the vaults, the Reading
Room and collections storage areas, and for items removed for purposes of
conservation, exhibition, or filming and photographing. Supervises
collections security operations including providing escort and guard
services for items leaving the division, inventorying the collections, and
affixing LC ownership indicia to items in the collection. Defines and
directs all automation efforts connected with Reading Room operations and
collections security.
Plans, establishes, and directs a library reference program. Coordinates
staff efforts related to rare books and special collections reference
services, instruction and training, and access services. Establishes
policies and directs reference work on all aspects of rare books,
furnishing information via all communication media to Members of Congress,
other libraries, professional organizations and institutions, rare book
scholars and members of the general public. Receives, routes, and controls
written reference inquiries directed to the reference librarians and
reviews replies for responsiveness and quality. Creates form letters for
use in replying to various standard inquiries.
Initiates, establishes, and maintains professional relationships with
librarians and other specialists to share resources and information.
Presents papers at conferences, seminars, or meetings in librarianship and
other relevant fields. Prepares articles for publication. Serves as a
principal liaison for the organization at professional conferences,
seminars, and exhibits. Represents the Division at outside professional
meetings in support of the public services and acquisitions of rare book
collections. Actively participates in conferences, colloquia, and workshops
where the profession or activities of rare book librarians are being
discussed or standards for cataloging, preservation and use of rare book
collections are being established.
