The international activism of subnational governments (city and states) is rapidly growing across the world, discreetly transforming diplomatic practices and the delivery of public services. Cities and/or states sign international agreements, are members of international organizations, have formal relations with sovereign nations and run their own diplomatic representations. The seminar provides an overview of paradiplomacy worldwide and explores what lies ahead for foreign affairs, urbanism and public policies.

Rodrigo Tavares is a Senior Research Fellow at Harvard University’s John F. Kennedy School of Government (Taubman Center for State and Local Government). He served as Head of the Office of Foreign Affairs of São Paulo’s State Government (2011-2014). His latest books are Security in South America (Lynne Rienner, 2014) and Regional Security: The Capacity of International Organizations (Routledge, 2010).
