Try Timothy Conlan's From New Federalism to Devolution. Keywords to
search for would be "US fiscal federalism", "devolution" and
"intergovernmental grants."
I think you will find that the "shifts of power" are not as simple as up
to the federal govt or down to the states. People who write about this
stuff use the analogy of a "marble cake" instead of a "layer cake" to
describe American federalism : i.e powers in different policy areas are
jointly shared by the federal govt and the states, rather than being
stratified by level of government.
Finally, I think the block grants of the 1990s are mostly related to
welfare reform. I am not sure if the same happened in other areas of
federal funding.
