You'll need to use the bibtex to get the citations linked. Try:
pdflatex sample
bibtex sample
pdflatex sample
pdflatex sample
This should work.

I have downloaded the sample.tex file from the Gov1000 website and I have
Ben ansell's samp.bib file from math prefresher that is supposed to be the
bibliography file that links into that latex document. I cannot get my
computer to pdflatex the sample.tex file so that the citations link to the
samp.bib file. I have checked, and I do have the \usepackage{natbib}
package in the header of my latex document. At the bottom of the
sample.tex file is the following:

\bibliography{samp}
but when I pdflatex the sample.tex document I get question marks where all
of the citations should be. I get the same when I try to link my own
paper to the .bib file I created for that - and I'm trying to diagnose the
problem. Any ideas?
